Who Can Apply

Funding is open to a variety of organizations and programs that serve children and families in Whatcom County, including:

  • Nonprofit organizations
  • Tribal entities
  • Educational institutions and early learning centers
  • Public agencies and municipalities
  • Collaboratives or fiscal sponsors supporting smaller community groups

All applicants must demonstrate alignment with one or more Healthy Children’s Fund strategies, they must serve Whatcom County residents, and they must have the administrative capacity to manage grant funds responsibly. Additional stipulations include:

  1. The applicant is incorporated as a non-profit corporation in the State of Washington and has been granted 501(c)(3) tax-exempt status by the United States Internal Revenue Service; or
  2. The applicant is a sole proprietorship, general partnership, corporation, limited partnership, limited liability company, or limited liability partnership; or
  3. The applicant is a commission or authority established pursuant to applicable Washington State law; or
  4. The applicant will be incorporated as such in Washington State prior to entering into a contract with Whatcom County.

How to Apply

Step 1 :

Review the RFP

Each RFP describes the specific funding area, eligibility, and evaluation criteria. Read carefully to ensure your program aligns with the outlined goals.

Step 2 :

Prepare Your Proposal

Follow the specific requirements of the RFP, including all necessary supporting documents. The RFP will detail which documents are necessary to include with your application.

Step 3 :

Submit Before Deadline

All applications must have signed hard copies delivered by the due date listed on the RFP: late applications may not be considered.

Step 4 :

Review & Notification

All applications are reviewed by County staff and advisory committees. Selected applicants are sent Intent to Award letters by email once Health Department Leadership and the Executives Office approves decisions.

After Funding is Received

Funding recipients may be required to:

  • Establish contract terms with Healthy Children’s Fund Contract staff, which are sent to County Council for approval
  • Sign a County contract outlining scope and deliverables
  • Submit progress and financial reports on schedule
  • Participate in evaluations or site visits when applicable
  • Use the Healthy Children’s Fund name/logo in public communications where appropriate
