About the Fund

The Healthy Children’s Fund is a community investment dedicated to giving every child in Whatcom County a strong and healthy start in life.

Created by voters in 2022, the fund directs local tax dollars toward early learning, family support, and programs that help children thrive: especially those facing economic or social barriers.

Grounded in transparency and community input, the fund is managed by Whatcom County Health and Community Services with oversight from local leaders and partners. Each year, approximately $10 million in locally generated revenue is invested in programs that expand access to affordable, high-quality child care, strengthen families, and build a more coordinated network of services across the county.

The Healthy Children’s Fund isn’t just a funding source, it’s a long-term commitment to equity, opportunity, and shared responsibility. By aligning local resources with proven strategies and community priorities, the fund helps ensure that every child has the opportunity to grow, learn, and reach their full potential.

Administration and evaluation

  • Overhead, auditing, and evaluation only
  • Independent audit every two years

Funding is specifically allotted based on Ordinance 2022-045 adopted by Whatcom County voters
